Is a hot water heater HVAC or plumbing under NYC rules? It's plumbing. Domestic hot water heaters connect to the water supply system and fall under the licensed master plumber's scope and DOB plumbing permit requirements — not HVAC mechanical permits. Hydronic boilers that produce hot water for space heating are a different piece of equipment and are covered under the boiler permit category, but the domestic water heater feeding sinks and showers is a plumbing appliance.
What is hydronics in HVAC? It refers to systems that use water — or water-glycol mixtures — as the heat-transfer medium rather than air. A hydronic boiler heats water to 140–180°F, which circulates through pipes to baseboard radiators, fan coils, radiant floor tubing, or convectors throughout the building. This approach delivers even, comfortable heat and allows precise zone control via zone valves and thermostats, making hydronic boiler systems especially common in NYC pre-war multifamily and commercial buildings.
What is a boiler in HVAC? It's a closed pressure vessel that heats water or generates steam for space heating — it does not heat air directly. A furnace, by contrast, burns fuel to heat air that's then distributed through ductwork. NYC's older building stock is heavily boiler-based: steam boilers in pre-war buildings deliver heat through radiators, while modern hot-water boilers feed hydronic systems. Boilers fall under NYC DOB boiler inspection requirements and must carry a current Certificate of Operation.
